ROLE

The Material Buyer is responsible for procuring the controlled and installed materials that go into the permanent works on SMJV's pipeline and facilities projects. This includes line pipe, pipe, valves, fittings and flanges (PVF), and electrical and instrumentation (E&I) materials.

Working closely with engineering, project controls, quality, fabricators, and site materials teams, the Material Buyer manages each order from requisition through fabrication, delivery, and receiving. The role owns the material schedule, so materials arrive when needed, meet specification, and are fully traceable for turnover.

KEY RESPONSIBILITIES

  • Procure controlled and installed materials, including line pipe, PVF, bolting and gaskets, and E&I materials such as cable, cable tray, conduit, junction boxes, and field instruments.
  • Review material take-offs (MTOs) and requisitions with engineering to confirm quantities, specifications, and required-on-site dates.
  • Prepare and issue requests for quotation (RFQs) with the correct technical specifications, data sheets, and vendor document requirements.
  • Coordinate technical bid evaluations with engineering and prepare commercial bid evaluations and award recommendations.
  • Issue and manage purchase orders and change orders.
  • Build and maintain material schedules, track long-lead items, and expedite vendor drawings, documentation, and deliveries to meet required-on-site dates.
  • Support fabrication by coordinating material supply to fabricators and monitoring fabrication progress.
  • Coordinate inspection and test requirements with quality, including review of mill test reports (MTRs), certificates of conformance, and traceability records.
  • Support site materials teams with receiving, over/short/damage (OS&D) resolution, and surplus material returns.
  • Resolve purchase order and invoice discrepancies with vendors, Accounts Payable, and cost control.
  • Maintain accurate procurement records in the materials management and ERP systems and support reporting against project KPIs.
  • Develop and maintain working relationships with manufacturers, distributors, and fabricators.
  • Ensure procurement activities comply with company and client policies, procedures, and contract requirements.

Note: In addition to these duties personnel are required to carry out such other duties as may be reasonably required in order to support the objectives of the company.
