Join Twilio as a Program Manager, Carrier Operations & Governance — a tech-forward business analyst and program manager within a new function built to reshape how Twilio manages its global telecom carrier and wholesale supplier ecosystem.
This role is about writing the playbook for a highly visible, cross-functional operations & governance team dedicated to optimizing Twilio's telecom carrier and wholesale supplier ecosystem. You will serve as the primary owner of critical end-to-end improvements across multiple areas of the business and build internal operating models that unlock new levels of operational maturity.
Responsibilities
- Cross-Functional Governance & Leadership
- Drive Visible Governance Programs: Serve as the core Program Manager for a governance initiative spanning multiple areas of the business.
- Maintain Executive Visibility: Package and present operational narratives, risks, and performance metrics to leadership.
- Implement Core Infrastructure: Lead end-to-end process improvements across carrier operations.
- Operating Model, Enablement & Team Infrastructure
- Build Team Foundations: Design and stand up the new Carrier Operations & Governance operating model.
- Author Runbooks & Standards: Maintain and roll out standard operational runbooks and supply policies.
- Design Enablement & Change Management: Create comprehensive enablement programs and training materials.
- Insights & Reporting
- Business Intelligence: Leverage quantitative research and performance monitoring for insights.
- Data & Reporting Quality: Execute analytical requests and perform data quality checks.
- Run-the-Business (RTB) Ownership
- Drive Team RTB Engine: Manage the day-to-day Run-the-Business cadence.
- Facilitate Operational Rhythms: Conduct regular operational forums.
Qualifications

- Required: 5+ years of experience in management consulting or as a Program Manager in telecom or strategy and operations.
- Proven track record leading cross-functional programs.
- Expertise in driving end-to-end process improvements.
- Experience standing up operating models and operational documentation.
- Strong written and verbal communication skills.
- Analytical proficiency using data tools to measure performance.
- Team player who thrives in a fast-paced environment.
- Desired: Background in management consulting or high-growth tech.
- Six Sigma or formal Program/Process Management certification.
- Operational experience within commercial Deal Desks or revenue assurance.
- Familiarity with workflow and dashboarding tools.
Location
This role will be remote and based in Ontario, British Columbia, or Alberta, Canada.
Travel
You may be required to travel occasionally for project or team meetings.
What We Offer
Working at Twilio offers many benefits, including competitive pay, generous time off, healthcare, and more. The estimated pay range for this role is $90,800.00 - $113,500.00 with a target bonus percentage of 12.5%.
