This is an exceptional career opportunity for an experienced, skilled and confident Ontario Land Surveyor (Cadastral) who has both the subject matter expertise and the strengths as a team leader and project manager to deliver quality results for capital works and other projects undertaken by the City of Toronto's Engineering & Construction Services Division.

As a Senior Ontario Land Surveyor, you'll provide professional and technical expertise, stakeholder management and consultation, program and project management services and project planning of complex survey projects related to capital works, including sewers, watermains, roads and Metrolinx Transit expansion projects, as well as projects related to street naming and the determination of complex ownership and title matters.

An excellent communicator, adept at interpreting and reporting on surveying plans and drawings, you'll be called upon to prepare legal descriptions, title opinions, correspondence and reports relating to land ownership, easements, by-laws, agreements, and street naming, including Committee and Council reports. This senior role will also involve overseeing, reviewing and directing the work of staff, communicating with members of Council and their staff, working with representatives of the provincial Land Registry Office and as required, working with consultants and engaging consultants by preparing Requests for Proposals and Requests for Quotations.

Who is our ideal candidate? You are a champion of best practices, ready to take on responsibility for project management of ongoing surveying programs, special projects, the Capital Works Program, and other program development and new initiatives, deftly managing assigned projects and controlling expenditures, while ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.

Your extensive experience in surveying and knowledge of applicable legislation will prove invaluable as you prepare legal survey plans, topographic survey plans, sketches, and descriptions of City-owned and adjoining land for acquisition, disposal, operational maintenance and capital works projects. It will also be evident as you identify, evaluate, and provide professional and technical expertise and recommendations for the resolution of property boundaries, ownership determinations, legal descriptions, land status reports and complex title opinions in compliance with relevant statutes, City policies and by-laws.

As a qualified Ontario Land Surveyor (Cadastral), you're well equipped to represent the Division and the City at meetings with the public, stakeholders and Councillors, represent the Division as a technical specialist at project and organizational meetings with planners, administrators and other external service providers, and act as an expert witness at court proceedings and other tribunals. You're also capable of signing and professionally certifying legal survey plans, as well as legal documents such as Notices of Claim, Statutory Declarations, dedication and naming by-laws, for registration and/or deposit at the Land Registry Office and implementing quality control and quality assurance measures.

You are able to plan, organize and coordinate large, complex projects and, as such, can lead multi-disciplinary project teams, supervise and direct other professional surveyors and technical personnel, as well as oversee and evaluate the work performance of external service providers with respect to quality, timelines, cost and completion of required tasks. We will also count on you to assemble integrated property survey coordinates, populate related databases, verify the accuracy of the parcel mapping program and the official graphic record of public highways, and develop and implement programs to ensure that acceptable accuracy standards are met.

As a knowledgeable professional, you will advise on plans and reports prepared by staff, contractors and consultants, coordinate the activities of supervisory personnel, perform site inspections and technical problem investigations, and participate in conducting studies, analysis, research and development for effective solution of complex surveying problems. Equally important, you are committed to supporting the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
