Summary of Position:

Our client is responsible for the maintenance of Toronto’s Finch West Light Rail Transit (LRT) system and plays a key role in ensuring the safety, reliability, and long-term performance of the light rail system through comprehensive maintenance of vehicles, infrastructure, and associated transit systems. They are hiring a permanent Field Inspector who will provide field-based operational and environmental assurance across the Finch West LRT network (MSF, stations, stops, guideway, and TPSS). Serving as the on-site representative, the role verifies compliance with safety, quality, and environmental plans (EMS/EQMP), documents field conditions, and bridges communication between operations, planning, YCC, and external partners. Functionally reporting to the HSSEQ Director (and guided by the Environmental Manager), the inspector maintains independent reporting authority while supporting daily operational deployment.

Key responsibilities include but are not limited to:

  • Attend daily planning meetings, maintain a visible field presence across all system infrastructure, and oversee Client/subcontractor maintenance activities for compliance with safety, quality, LRT rules, and approved procedures.
  • Respond promptly to incidents, defects, alarms, and weather events; assess site conditions, preserve evidence, update YCC, and serve as Client’s on-site coordination point with external stakeholders and emergency services.
  • Perform routine condition checks (e.g., water ingress, lighting, fire/life-safety, housekeeping) and perform technical inspections as needed.
  • Execute scheduled and task-based environmental monitoring (EMS, EQMP, noise, dust, spill prevention) across all sites. Inspect stormwater controls, hazardous waste storage, and refuelling safety to prevent pollution.
  • Assist with spill containment and environmental incident investigations (noise, dust, flooding, wildlife/SAR). Document key findings, notify HSSEQ/Environmental Management, and elevate to specialists when required.
  • Maintain accurate logs in SiteDocs/CMMS, review work orders, issue Non‑Conformance Reports (NCRs), and submit end‑of‑shift reports. Support audits, compliance monitoring, and serve in specialized roles (e.g., PIC or Control Centre relief) when authorized.

Qualifications (Skills, Knowledge, & Experienced):

  • Post‑secondary education in environmental science, health & safety, engineering, or a related field (or equivalent experience), plus 3+ years in environmental compliance, HSSEQ, or field inspection—preferably in rail transit or linear infrastructure.
  • Working knowledge of ISO 14001/EMS principles, Ontario environmental regulations, spill response, drainage controls, hazardous waste management, and environmental risk identification (noise, dust, wildlife).
  • Knowledge of rail safety, track access, and operational work zones, with the ability to obtain Person‑in‑Charge (PIC) authorization quickly.
  • Proficient in reading environmental plans, permits, drawings, and SDS documentation, with strong field judgment to collect objective evidence and assess compliance.
  • Familiarity with digital field tools and software (e.g., SiteDocs, ISO Tracker, CMMS/Zedas) for record‑keeping and evidence gathering.
  • Excellent interpersonal skills to handle conflict and elevate issues constructively. Must be able to work rotating shifts (nights, weekends, holidays, callouts) and perform outdoor physical work in all weather conditions.

Pay and Compensation:

  • $90,000/year

Physical Demands & Working Environments:

This is a field-based position. Except for shift briefings, reporting, training, meetings, or assigned Control Centre relief, the majority of the shift is expected to be spent across the MSF and alignment. Work may involve prolonged walking and standing; stairs; uneven, wet, icy, or slippery surfaces; track and roadside environments; noise and vibration; moving rail and road vehicles; operational equipment; drainage and waste‑storage areas; odours, dust, and controlled proximity to fuels or chemicals; limited‑access areas; night work; and exposure to cold, heat, rain, snow, and storm conditions. Required PPE, access controls, and safe‑work procedures must be followed at all times.

Independence, Initiative, Freedom to Act:

Reports functionally to the HSSEQ Director and operates with a high degree of initiative in the field. For environmental assignments, priorities and technical direction are provided by the Environmental Manager or designate; the Operations Supervisor and YCC may set immediate deployment and incident‑response priorities. The Inspector independently records and escalates significant safety, quality, environmental, and compliance concerns within established procedures and delegated limits. The role does not replace the operational authority of Operations, the technical authority of Engineering/Maintenance, or the regulatory‑accountability role of the Environmental Manager. The Inspector shall not approve deviations, close regulatory matters, or make external regulatory notifications unless specifically authorized.

Job Dimensions/Consequence of Error:

Failure to attend, assess, communicate, or escalate field conditions in a timely manner can contribute to service disruption, unsafe conditions, pollution, delayed spill containment or reporting, ineffective maintenance response, and loss of stakeholder confidence. Failure to identify or accurately document environmental conditions may lead to breaches of project plans, permits, approvals, or Applicable Law; incomplete compliance records; environmental harm; contractual or financial exposure; enforcement action; and reputational risk.
